Pima County Economic Development is a small but mighty team.

Heath Vescovi-Chiordi is the Director of Economic Development. Heath leads the team in forming and implementing a vision for the economic development of the community. This vision includes business attraction, retention and expansion, and job creation. Through various targeted efforts, our endgame is to facilitate diverse economic growth to grow our tax base, create a resilient economy, and to provide upward economic mobility for those in our region.

Patrick Cavanaugh in the Deputy Director of Economic Development. He is a Tucson native, U.S. Army veteran, former newspaper reporter, and a product of the University of Arizona. Patrick has served Pima County government for almost 18 years in roles that have ranged from Chief of Staff to Pima County Supervisor Ann Day to operating the Business Services Unit in the Pima County Administrator’s office. As Deputy Director, Patrick has been intimately involved in all aspects of business attraction, retention and expansion and is passionate about assisting small businesses.

Kelle Maslyn is the assistant director for strategic affairs. Her role is to work with community partners including the universities, Pima Community College, business organizations and industry to form partnerships to help strengthen the economic base. She also works with the Community and Workforce Development department to ensure that our businesses have a base of quality employees to pull from for their workforce needs.

Johanna Encinas is the Senior Special Staff Assistant. She has worked for Pima County for more than seven years in a variety of roles including the Pima County Sheriff’s Department and the Finance Department. She was born in Nogales, Sonora, raised in South Tucson, and now lives in Sahuarita. She’s fluently bilingual and loves the culture in Pima County. She enjoys working in Economic Development because she can assist in the interesting and important work of attracting good-paying jobs, helping businesses, and raising the standard of living for Pima County residents. She also assists the Department in administration, finance, organization, and support for the Pima County Small Business Commission.
